Hailing from the renowned Al Abidat tribe, Dr. Abdelrazeg’s academic journey includes a plethora of impressive accomplishments. Having obtained his LLB from the University of Benghazi in Libya in 1968, a Master of Law from the University of Grenoble in France in 1971, and a Ph.D. from the University of Paris I/Sorbonne in France in 1976, his credentials exemplify his commitment to knowledge and excellence.

Dr. Abdelrazeg’s illustrious career has been marked by his dedication to education, as he taught an array of courses at various esteemed institutions. From public international law and petroleum law at the law faculties of the universities of Benghazi and Tripoli to private international law at the law faculties of the universities of Tripoli and the Academy of Security Science, his contributions have nurtured generations of legal minds. Additionally, his expertise extended to diplomatic law at the Institute of Diplomatic Studies in Tripoli.

His impactful leadership also extended to numerous prestigious positions within Libyan boards and committees. Notably, he chaired the Petroleum Law Review and Drafting Committee, the Petroleum Taxation Committee, the Maritime and Land Boundaries Committee, the Continental Shelf Committee, and the Drafting Committee of Maritime Areas Law. Dr. Abdelrazeg’s invaluable insights were sought after, and he served as a member of the Energy Consultative Commission, the Board of Foreign Investments, the Libyan Constitution Drafting Committee, and the Board of the Libyan Central Bank.

Beyond his advisory roles, Dr. Abdelrazeg’s contributions as a counsel and representative on the international stage are remarkable. From overseeing the Libyan defense group and acting as counsel in the arbitration case Mobil Oil Libya, Ltd. v. Libyan Arab Jamahiriya to representing Libya and the Libyan National Oil Corporation (NOC) before the International Arbitration Court of the International Chamber of Commerce (ICC), his legal acumen has left an indelible mark. His involvement in high-profile cases such as National Oil Corporation v. Libya Sun Oil Company and Grace Petroleum Libya v. Libya and National Oil Corporation underscores his vast expertise.

Dr. Abdelrazeg’s dedication to governance and international law is exemplified by his involvement in the United Nations. Serving as a member of the Libyan delegations to the UN General Assembly’s regular sessions, a Legal Advisor to the Libyan Permanent Mission to the UN, and Libya’s deputy representative before the UN Security Council, he played a pivotal role in shaping diplomatic discourse and fostering international collaboration. Additionally, his tenure on the UN International Law Commission from 2011 to 2016 showcases his profound impact on the realm of international law.

Dr. Abdelrazeg is the epitome of leadership in governance. Throughout his illustrious career, he has not only been an integral part of Libya’s governing council but has also left an indelible mark on the United Nations.
